Starburst Effect
This tutorial will show you how to get a radiant starburst effect :)
Step 1
Open a new image in PS. It looks best if it's square; I made mine 300x300px. Click on the gradient tool
. If it's not there, hold down the paint bucket tool and it should show up. Choose a color that you want the starburst to be and make it the foreground color, and choose black for the background color.

Step 2
Drag a gradient from the top of the image to the bottom. The foreground color you chose should be on top - if it isn't, go to Image > Rotate Canvas > Flip Canvas Vertical.

Step 3
Go to Filter > Distort > Wave and use these settings.

Step 4
Go to Filter > Distort > Polar Coordinates and use these settings.

Step 5
If you want to colorize the starburst, press Ctrl+U and change the color and lightness. The higher the lightness, the more of the starburst you will see. You can also add a shape in the middle if you want. Here's what mine looks like:
