You can add a stroke to text in PSP by changing the stroke width in the options, but if you want more than one stroke, you can do it this way. This tutorial also applies for adding outlines to images, like a 1px white outline around a pixel.
Step 1
Open a new image in PSP. The background color should be whatever you want the color of your outline to be. Add your text, and make sure you choose "Floating" instead of "Vector" in the tool options. Go to Selections > Modify > Expand and choose how wide in pixels you want your border to be. I usually use a border width of 2.

Step 2
Press Ctrl+C to copy. If you want you can paste as a new image (Ctrl+V) and save. If you want another border, make a new image. Again, make the background color whatever color you want the outline to be. I'm adding another white outline so my background is white. Press Ctrl+E to paste the text onto the background as a selection. Go to Selections > Modify > Expand and choose a border width again.

Step 3
If you want another border, do step 2 again. I added a 3px blue border. Copy again, and paste as a new image by pressing Ctrl+V. You should get something like this.

To save as a transparent .png, go to File > Export > PNG Optimizer, choose "Alpha channel transparency" from the Transparency tab, and click OK.
