Curved Text
This tutorial will show you how to make curved text in PSP. It uses the pen tool, but you can also get a similar effect using the preset shape tool.
Step 1
Open a new image in PSP. Click on the pen tool near the bottom of the toolbar
or press V on your keyboard. Make your settings like mine.

Step 2
Draw a curvy line with your mouse. The line that's showing up with squares on it when you're done is the line that your text will be on. If it shows up with color behind it that's fine, since you're going to delete it later. Adjust the anchor points if you want to fix up your curve.

Step 3
Click on the text tool
or press T on your keyboard. When you hover your mouse over the shape you just made, it should show an A cursor with a curve underneath it, and there should be a rectangle around what you just drew with the pen tool so you can adjust it if you want.

Step 4
Make sure your text settings are set to Floating:

Then click on the curve you made and type in your text. When you're done it should show up with a black and white dashed line around it. Press Ctrl+C or go to Edit > Copy to copy.

Step 5
Press Ctrl+V to paste as a new image. Now you can add an outline or do whatever you want with it. Here's my example:
